Lawyer Akuffo Slams Ghana Police Over Bull Dog’s Arrest in Relation to Fennec Okyere’s Death

On Thursday, May 15, 2014, Nana Asiama Hanson (Bull Dog), manager of fast-rising Dancehall artiste, was arrested by the Homicide Unit of the Criminal Investigation Department of the Ghana Police Service. His arrest was in connection with the brutal murder of the late Emmanuel Fennec Okyere, who was the manger of Hiplife musician, Kwaw Kese.

Although many entertainment pundits did not understand why Bull Dog was arrested by the Police, the Homicide Unit of the Criminal Investigation Department of the Ghana Police Service came out to explain what caused Bull Dog’s arrest.

According to Mr Prosper Agblor, the Director General of the CID, Bull Dog, on several occasions threatened to kill late Fennec Okyere through various text messages he sent him, as well as in person. It all started at Joy FM’s ‘Night with the Stars’ which took place at the Accra International Conference Center in November, 2012.

It could be remembered that, Kwaw Kese (managed by late Fennec Okyere), stepped on a banner which had VIP inscribed on it whilst he was performing on the mounted stage. This, however, did not go down well with Bull Dog (manager of VIP as well). He therefore approached the late Fennec Okyere, for which Fennec explained why his artiste (Kwaw Kese) did what he did.

According to Mr Agblor, further investigations made known that Bull Dog became offended by some answers provided by the late Fennec Okyere when both of them were interviewed on Peace FM’s Entertainment Review. The investigation further revealed that, Bull Dog called the late Fennec Okyere on phone and threatened him to send his boys to do away with him.

This didn’t end there as the late Fennec Okyere received several phone calls and text messages from unknown numbers believed to be instruments of Bull Dog.

One person, who was instrumental in the late Fennec’s life, Madam Ursula Owusu, also has added her voice to this. According to the Member of Parliament for Ablekuma West, the arrest of Bull Dog could bring an end to Fennec’s death case. To her, the family is very happy that a suspect, who may have committed the murder, has being arrested.

Most recent person to join the discussion is lawyer Kwame Akuffo. On his side, he doesn’t see the need why Bull Dog should be held as a prime suspect at this early stage of investigation. “I don’t think the gentleman should be a suspect at this stage. I think the gentleman is only a person of interest at this stage,” lawyer Akuffo made it known.

Being a lawyer with many years of experience, lawyer Kwame Akuffo believes that threatening text messages and phone calls alone cannot be the basis on which someone could be termed a suspect.

Before the Criminal Investigation Department of the Ghana Police Service can hold Bull Dog as the prime suspect, lawyer Akuffo suggested that the Police should be able to link him to the crime scene by way of forensic test or conspiracy.

Lawyer Akuffo believes the CID of the Ghana Police Service is being lazy in carrying out proper investigations to reveal the real suspect of the murder of late Fennec Okyere.

  1. That’s exactly my reaction when I heard about his arrest. If the police cannot place him at the actual crime scene he is free to go. He is technically innocent until proven guilty. How can law enforcement officers who supposed to know the law, arrest someone in connection with a crime without any forensic evidence? Proper investigation must be carried out to ascertain the truth before anyone gets arrested. I don’t know if the Police have the technology to track his GPS location at the time of the crime. They should also check his phone records to see who he talked to on the day of the crime so that they can invite all of them for questioning and possibly interrogation. If he hired a hit man to do his dirty work for him, there should be cell phone records to link him to the killer. My condolence to the bereaved family. I hope the murderer will be caught soon to bring closure to the family. RIP Fennec!!

  2. He’s a prime suspect because of threatening text messages??????? lol.
    I actually thought they had better leads on this but to arrest him for txt msgs is a bit too early for the police to draw conclusions.

    • Well once a threat can always leads to action. In u.s once you threaten someone like this you will be arrested until investigations are carried out. Am sure the CID’s did the right thing by arresting him.

      • @Jeanie, you are right that in the U.S. one can be arrested for making death threats on another person’s life. However, if the threats becomes a homicide case, the prime suspect cannot be arrested without any evidence. The law enforcers must be able to establish a strong case  against the prime suspect before a warrant will be issued for his arrest. We are talking about two completely different cases here. If this unfortunate tragic incident happened in the U.S. I guarantee you that Bulldog will not be arrested until they have incontrovertible evidence that he indeed committed the crime or is somehow involved in it. Making death threats alone is not enough to convict someone. His detention is illogical.

        • Kweku, With u.s law Bulldog would have been arrested 5 minutes after fennec’s death. It happens a lot. The Ghana police to me are doing a good job on this case. With the iron Lady Ursula on the deceased Side, am sure those behind his murder would soon be arrested.

  3. When there is a homicide case as gruesome as this very one, the police is usually looking for who has the motive to kill the victim. In this case, let’s say Bulldog has a motive to kill fennec but, did he actually pull the trigger? In a complicated homicide case like this, finding the murder weapon could help unravel the puzzle. Or at least finding a little piece of DNA can go a long way. Unfortunately, there is no DNA or any form of forensic evidence tying  Bulldog to the crime yet. The only thing the police is looking at is the death threats. Is it enough for a conviction? I don’t think so.

  4. @King Kweku Quincy lol…i doubt that we have an effective forensics department in Ghana but i think the police r not letting us in on some of the issues leading to his arrest probably for security reasons n also for the sake of other pple hu r involved. i think Bull Dog was named as one of the pple threatening Fennec when the police strtd asking questions right frm d day the murder took place and they took time to follow and monitor the movements of the people whose names were mentioned. I think if they were being lazy, the first person they would hv arrested wud hv been Obour since Fennec made it quite public abt hw he was receiving threats frm pple he believed to be associated with Obour. So i think we shd jx stay put and keep our fingers crossed whiles the police do their job. lets have a little faith in them….if Bull Dog has nothing to do with it….he ll walk…so let him prove himself innocent n do so.

  5. @Pershia, so obour also threatened him? This case is getting more sketchy. The police have a daunting task ahead of them. Hmmm.. Without a forensic department in Ghana I don’t know how they’re going to get the right guy. An innocent person may end up paying the ultimate prize base on mere suspicion. Let’s hope the right person is caught so that justice can be serve.

    • To add also in the US the constitution says the cops can arrest you if they have probable cause . What is probably cause is open to interpretation. Basically if they feel he had a motive they”d . Like I said below if you ever deal with the us justice system, you are guilty until proven innocent. Like I said below when I got arrested after so done made bogus claims I assaulted them, even though the case was pending  letters were sent by the government to my jobs which led to me being fired. I was only free after hiring a lawyer for $3000 and the case was later dismissed for lack of evidence. Notice it is the courts job to determine if there is evidence or no evidence. The police just arrest if they see probable cause basically if they feel you have something to do with the case. The DA then files charges if they want to and if they feel they have a case.
      Then in court they have the burden to prove your guilt

While many factors contribute to a police officer’s level of authority in a given situation, probable cause requires facts or evidence that would lead a reasonable person to believe that a suspect has committed a crime. Common examples of probable cause include the sight or smell of contraband in plain view or plain smell, or an admission of guilt for a specific crime. The presentation of any of these facts would allow an officer to perform a search and make an arrest.
        Be aware that minor traffic violations (e.g. speeding, broken tail-light, or expired registration) are not considered probable cause. “Probable Cause” requires more than a mere suspicion that a person committed a crime. Therefore in this very case the police has no probable cause to arrest Bulldog.

  6. @ Quincy obviously you have never dealt with the criminal justice system in the United  States and believe the crap the government wants you to believe. In the US he would be prime suspect and bulldog would have been arrested. In the US they want you to think you are innocent until proven guilty but  really you are guilty until proven innocent. Bro I have dealt with the system . Someone made made bogus claims to the police that I rather assaulted him. I ended up getting arrested and only had peace of mind after paying a lawyer $3000 and going to court several times. What the ghana police did is standard practice anywhere.

    • @Joseph, I don’t want to go back and forth with you on this issue. Obviously, you don’t know what you’re talking about. Let me repeat again that, this is a homicide case so “probable cause” do not come into play in a such cases. The least the Police could do now is to interrogate Bulldog and release him until they have enough evidence to charge him with the crime. This is a different case altogether.

The only way Bulldog could get charged with this homicide is if; (1) There is his DNA evidence at the crime scene, (2) forensic evidence, (3) eye witness account, (4) admission of guilt by the suspect/confession. Anything short of that does not warrant a suspect getting arrested. This is not just an isolated case of random act, we are talking about a premeditated murder; in other words, homicide.  By the way, If any of you have friends in the U.S. that are in the law enforcement, please kindly ask them about how a homicide case works.     • Talking about his DNA evidence at the crime scene, what of if he hired the services if a hitman? When it comes to admission of guilt by the suspect, what i know is that does not even warrant instant judgment. There could be situations that led the person to admit that. For all what you may know, he may be lying, saying he committed the crime. Even if a person confesses, extra investigations are carried out to ascertain if its true or not. Sometimes, lie detection test is carried out.

      The person must be tracked down to the crime scene. If he hired a hitman, some basis and relations should also be established

      • @Ike, that’s exactly what I was saying all along. A mere empty threats does not constitute guilt. Even a confession is sometimes not enough to conclude that a suspect is guilty. Placing him at the crime scene is the only crucial evidence they can rely on to finally nail him. But the question now is that, does the Ghana Police Service have the technology and forensic experts to help uncover the puzzle? I doubt it. That’s why I think his arrest was out of place. Especially since this is a homicide case. I’m expecting the police to release him within the next 48 hours.

  8. I agree with the lawyer that mere threats are not sufficient to convict the suspect. What I read earlier from the police on the arrest was that, they monitored the movement of the suspect who disappeared soon after the murder. The suspect must explain why he disappeared soon after the murder. 

    I also read earlier that the wife of the deceased left the marital home because her late husband had too many friends in the house and refused to go back unless all the husband’s friends had left the house. Then, the deceased asked his friends to leave and telephoned the wife and asked her to come home because all his friends had left. She agreed to return the following day and for her to go home the next day to find his dead body in the house. 

    From the above, the wife must also be a person of interest to the police since after the murder it has come out that the wife and her family were not in good terms with the murdered husband. Over here in the U.S. If someone got murdered, usually their spouses becomes the first suspect. I’m surprised that the wife has been invited by the police for questioning. As I pointed out in one of my earlier comments. The police must question all his friends to find if they have alibi about their whereabouts on the day of the crime. As far as this case is concern everyone is a suspect. the Police can’t put all their energy in just one suspect.

    • You make so much sense.. Wife should also be arrested for further investigations. Am sure his innocent blood want justice so he can rest in perfect peace.
