The Minister of Gender, Children and Social Protection, Otiko Djaba, continues to be roundly condemned by concerned Ghanaians after she warned up and coming young women that their dressing could make them victims of rape.

The extraordinary case of victim blaming from government’s official gender advocate has struck a raw nerve, with Djaba being pilloried on social media as much as Manasseh ever was.

“…I want to say to you, be bold, be confident, be respectful. If you wear a short dress, it’s fashionable but, know that it can attract somebody who would want to rape or defile you. You must be responsible for the choices you make,” Djaba reportedly told students of Krobo Girls Presbyterian Senior High School during their 90th anniversary and Speech and prize giving day celebrations.

Ama Serwaa Asubonteng, a journalist and passionate gender advocate, has rebuked the gender minister for her comment. Writing on social media, Asubonteng noted that many classes of people who do not wear short dresses gets raped all the time, thus ‘provocative dress’ cannot really be an excuse for committing such an heinous act.

She wrote:

Sorry to disagree with you Minister, do babies wear short blank?dresses? Do boys wear extremely short shorts?? Do the mentally challenged women on our streets wear short dresses?( they even look unclean and malnourished yet they are raped) I beg to differ on this…. please come again. We don’t deserve this from you.

Ama Asubonteng, a product of Ghana’s Institute of Journalism, works with several gender advocacy groups in Ghana and is a relentless advocate against s*xual violence women. She has been a keynote speaker at several international gender advocacy conferences. She currently works as a hotline operator with the Gender Studies and Human Rights Documentation Centre and with the EWB-affiliated social enterprise Voto Mobile, both based in Ghana.
