The default feeling about this government now is that the things you know about are terrible, but those you do not know about might be several magnitudes worse.
Ministries are the umbrella body under which agencies and departments fall, but that does not bestow on them the power to dip their hands into their funds at any point they like- especially when paying them back then becomes a task.
